During Warlords of Draenor – when Graves was released – the pet had more Power, the moveset had Grave Destruction and BONESTORM in separate slots, and the Undead racial had no damage penalty, so that was a popular choice to melt the backline pets.
Then in Legion, it was all changed to the current status.

Now, when there are pets with more output than Graves has ever had – all that remains is looking and acting cute.
